| VOICE is a free community messaging service based in St. Louis for people who face barriers to reliable access to communications technology and infrastructure. The program is volunteer-operated, requires no referral, and is open to everyone. It maintains a community phone line for receiving and relaying voicemail messages, managed email addresses, an information board, a shared message coordination system, a digital fax number, and in-session support for account authentication and phone enrollment.
